I have one of your 48v PoE switches. regarding 48v vs 24v. is the entire switch either / or for all ports? or will the switch step down voltage per device ? I'm thinking i'll need to get a 2nd 7 port unit to drive the 24v items.

This is correct, there is no step down on the same unit for power, it is uniform across all the ports on the device.
That's correct you would need a second device to power the 24v.
Can I pass data without power?
Yes. If you have your data source connected to the uplink port on this GPOES-8-748v60w, data will still pass through if the POE on the port is turned off.
